On August 31, 2026, Director Wu, Miao-Wen of the Kaohsiung-Pingtung Branch of the Bureau of Industrial Parks (BIP), Ministry of Economic Affairs (MOEA), led a delegation including Deputy Executive Director Yen, Kuo-Hao and Director Huang, Cheng-Lung of the Linyuan Industrial Park Service Center on a visit to TVCM’s Linyuan Plant. Plant Director Tsai, Ming-Kuang shared the plant’s progress across three stages—“Foundation, Enhancement, and Transformation”—covering operational fundamentals and core capabilities, investment in critical assets and risk management, as well as smart petrochemical upgrading and low-carbon transformation.
TVCM continues to pursue the goal of “Safety First, with Efficiency and Competitiveness,” advancing key equipment upgrades and industrial safety improvements while introducing smart technologies such as AI-enabled energy-saving systems, AOI image recognition, VOCs concentration monitoring, and real-time anomaly notification. These initiatives are designed to strengthen plant safety management and energy efficiency while supporting the transition toward a smart, safe, and low-carbon plant.
In response to challenges including geopolitical uncertainties, overseas dumping, and the introduction of carbon fees, TVCM also presented policy recommendations during the meeting in the areas of operating costs, industrial safety optimization, energy policy, and low-carbon transition. The proposals included relief measures for chemical substance operation fees, refund mechanisms for EDC/VCM transshipment materials and adjustments to port rental fees; alignment of periodic inspection regulations with international Risk-Based Inspection (RBI) practices, greater flexibility in turnaround and underground pipeline inspection intervals, and incentives for Process Safety Management (PSM); as well as supporting measures related to electricity pricing, green power, carbon fees, and the Fourth Naphtha Cracker renewal project.
Director Wu expressed recognition of TVCM’s achievements in smart industrial safety, energy conservation and carbon reduction, and smart factory transformation. Going forward, TVCM will continue to deepen the application of smart technologies, enhance safety management and energy efficiency, and strengthen operational resilience and sustainable competitiveness.
