Water
Management
Continuous monitoring and compilation of daily, monthly and annual water consumption records. In terms of management, we will continue to study feasible solutions and use manufacturing processes to improve water conservation and enhance water recycling and reuse rates. Improve pipelines, conduct regular leak-prevention inspections, follow up and review the progress, and propose improvement plans. The scope of 2023 inventory includes CGPC (Toufen Main Plant), and TVCM and CGPCP (Linyuan Plant), with a coverage rate of 100%.
Water management
In response to the potentially risk of water shortage caused by climate change, the water source used by CGPC (Toufen Main Plant) is supplied by Yongheshan Reservoir and the water used by TVCM and CGPCP (Linyuan Plant) is supplied by the Fengshan Reservoir, which is used into the manufacture process. To save water, the three plants have added processed water recycling systems and various water-conserving devices, promoted other related measures and continued to pay attention to the internal and external water supply and demand status and reinforce the implementation of water risk management.

In 2023, CGPC (Toufen Main Plant) implemented the ISO 46001:2019 water resources management system and the ISO 14046:2014 carbon footprint standard. This initiative led to reduced water waste, improved and replaced high-consumption equipment, and increased the water recycling and reuse rate.

CGPCP certificated the excellent award of Implement water-saving guidance and improvement from Water Resources Agency, MOEA.
CGPCP was invited from Water Resources Agency, MOEA to attend “Award ceremony of water-saving 2022” and certificated the excellent award of Implement water-saving guidance and improvement.

The Water Resources Agency, MOEA encourages all citizens to conserve water and cherish water resources. To turn this goal into concrete action, the WRA held the 2021 "Water Conservation Guidance and Improvement Award", "Outstanding Water Conservation Unit" and "Water Conservation Expert" selection activities. These activities aim to contribute to the sustainable development of the environment. The WRA hopes to commend the water conservation efforts of outstanding units through the award ceremony. The award ceremony was held on March 22, World Water Day, at the International Conference Center of National Taiwan University. Mr. Lin, General Manager of CGPCP, represented the company to receive the award. The holding of the award ceremony is of great significance and further demonstrates our value of water resources.

Improvement effect
  • (1) Install centrifuge dryer wastewater recovery systems (HBF) for CGPC (Toufen Main Plant) and CGPCP (Linyuan Plant).
  • (2) In 2023, the second phase of the HBF project was launched, and the daily recycling consumption is expected to increase by another 100 tonnes. The water saving in 2023 was as follows:
    Water Reclaimed Volume of CGPC: 139.5 million liters/year
    Water Recycled Volume of CGPCP: 457.9 million liters/year
    Total: 597.4 million liters/year
We are actively coordinating internally and externally, communicating with government agencies to implement various water conservation measures. These measures include using HBF recycled water, increasing the concentration ratio of the cooling water tower, and reducing water replenishment. However, due to inconsistencies between the water data and the actual water volume we receive, significant operational challenges exist. We will continue to monitor the situation and take appropriate action as needed.
Centrifugal Drying High performance Bio-treatment and Filtration system (HBF)
Climate change poses a global threat of water scarcity, and Taiwan ranks 20th among the countries most at risk. To address this challenge, CGPC (Toufen Main Plant) and CGPCP (Linyuan Plant) have implemented a recycled water recovery and reuse system. This system utilizes a biological treatment system and a COD adsorption system to treat process wastewater. The treated water then goes through a newly installed centrifuge recycling system to further reduce its chemical oxygen demand (COD) and suspended solids (SS) content. The final, purified water is then reused in the cooling water tower, minimizing both tap water usage and wastewater discharge. This initiative significantly contributes to CGPC's environmental protection efforts.
In 2023, a filter tank and a pre-treatment device were added to the HBF system, which is expected to increase the reused water consumption by 35 million liters.

Prompt project : Starting from 2023, the annual water reuse ratio R2 will be increased by 1% (total of the three plants).

Note:
CGPC completed the HBF (process recycling water system) in July 2018, which puts the qualified treated and recycled water into the cooling water tower, reducing the consumption of tap water;In 2023, the second phase of the HBF project was launched, and the daily recycling consumption is expected to increase by another 100 tonnes.
CGPCP completed the HBF (process recycling water system) in 2018, the average monthly water intake in 2022 for CGPCP (Linyuan plan) was 54,116 tons. However, there was a 13.3% increase in water intake in 2021 due to maintenance work on the HBF system that took place in July and August.

Note: The wastewater of each factory in Linyuan Industrial Park is treated and then discharged to the sewage treatment plant in Linyuan and then transported to the Kaohsiung Linhai Linyuan and Dafa Industrial Parks Combined Wastewater Treatment Plant of the Industrial Development Bureau, Ministry of Economic Affairs, before being discharged to the open sea of the industrial park and the water quality has to meet the discharge standards.

Water Sharing
The firewater connection of TVCM Linyuan Plant and nearby APC are connected, as well as TTC、TSMC and Nantex can all support each other and share firewater resources. Besides dispatching water to support firefighting through water as a shared resource, this also strengthened the emergency response capability. Currently, the firewater of these five companies are connected in a firewater tank storage of about 10,900m³, the effective capacity of firewater storage tank at TVCM Linyuan Plant is 3,500m³.
