Water management
In response to climate change and water resource risks, the company is committed to implementing water conservation and recycling strategies to improve water efficiency and optimize management. By implementing ISO 46001 and ISO 14046 standards for water management and footprint, combined with daily water monitoring, replacement of aging equipment, rainwater recycling, and process water reuse, we are gradually reducing water intensity and operational risks. We are also investigating and assessing water sources in high-risk areas and establishing a water resource risk identification and improvement mechanism to ensure operational stability and sustainable development.

♦ Established a drying centrifuge process water recovery system (HBF)

Centrifugal Drying High performance Bio-treatment and Filtration system (HBF)
Due to abnormal climate conditions and global water scarcity, Taiwan ranks 18th among the countries most at risk. CGPC Main Plant and CGPCP’s Linyuan Plant have installed biological treatment systems and COD adsorption systems to recover and reuse process wastewater. After being treated by newly established centrifuge water recycling equipment, the chemical oxygen demand (COD) and suspended solids (SS) in the water are reduced. The treated water is then replenished into the cooling water tower to reduce the consumption of tap water and the amount of wastewater discharged, thereby contributing to environmental protection efforts
In 2023, Phase 2 of the HBF project was launched, targeting a daily recovery of 100 tons.

Promotion Plan: Increase R2 water recovery rate by 1% annually (combined for all three plants).
2024 target: 80.0%.
2024 performance: 81.1%.
Benefits after improvement, 2024 amount of water conserved:
CGPC's Volume of water reused : 286.5 million cubic meters/year
TVCM's Volume of water reused : 281.3 million cubic meters/year
CGPCP's Volume of water reused : 487.8 million cubic meters/year
Three plants in total: 1,055.6 million liters/year

Improvement effect
  • (1) Install centrifuge dryer wastewater recovery systems (HBF) for CGPC (Toufen Main Plant) and CGPCP (Linyuan Plant).
  • (2) In 2023, the second phase of the HBF project was launched, It is expected that the daily recycling volume will increase by another 100 tons. In 2024, the total amount of recycled water from HBF was 458.3 million liters, accounting for 17.7% of the total water intake.

Note 1:
Starting from 2023, the recycled water ratio has been recalculated using the R2 water reuse rate method, with a target annual increase of 1%.
Note 2:
“Water recovery rate (excluding circulation within cooling water towers), referred to as the R2 water reuse rate”, is calculated in accordance with the “Regulations for Water Consumption Fee Collection.

Recycled water volume and circulation water volume are estimated figures. Circulation water volume = total circulation water volume - circulation within cooling water towers.
Note 4:
In 2024, due to the revised R2 water reuse rate formula by the Water Resources Agency, CGPC and CGPCP added circulation water volume as a statistical item, resulting in the revision of circulation water volumes for 2022 - 2023 and an adjustment of the 2024 target.

Note: The wastewater of each factory in Linyuan Industrial Park is treated and then discharged to the sewage treatment plant in Linyuan and then transported to the Kaohsiung Linhai Linyuan and Dafa Industrial Parks Combined Wastewater Treatment Plant of the Industrial Development Bureau, Ministry of Economic Affairs, before being discharged to the open sea of the industrial park and the water quality has to meet the discharge standards.

1. Since the process wastewater is almost completely recovered to be used as water replenishment of the cooling water tower, the volume of discharged water is greatly reduced.
2. The increase in wastewater discharge at TVCM’s Linyuan plant was mainly due to the naturally high conductivity of raw water in the Linyuan area. During periods of high temperature, conductivity exceeds the standard for cooling towers, requiring continuous replenishment and drainage to reduce conductivity, thus increasing the volume discharged to the wastewater treatment plant.
3. The increase in wastewater discharge at CGPCP’s Linyuan Plant occurred when the wastewater treatment capacity at TVCM reached saturation, leading to direct discharge to the wastewater treatment plant.
4. The 2022 wastewater discharge data for CGPCP was corrected due to rounding.
Water Sharing
The firewater connection of TVCM Linyuan Plant and nearby APC are connected, as well as TTC、TSMC and Nantex can all support each other and share firewater resources. Besides dispatching water to support firefighting through water as a shared resource, this also strengthened the emergency response capability. Currently, the firewater of these five companies are connected in a firewater tank storage of about 10,900m³, the effective capacity of firewater storage tank at TVCM Linyuan Plant is 3,500m³.

CGPC has introduced ISO 46001:2019 Water Resources Management System and ISO 14046:2014 Product Carbon Footprint to reduce and minimize water waste, improve and replace water-consuming equipment, and increase water recycling and reuse rates.

CGPCP certificated the excellent award of Implement water-saving guidance and improvement from Water Resources Agency, MOEA.
CGPCP was invited from Water Resources Agency, MOEA to attend “Award ceremony of water-saving 2022” and certificated the excellent award of Implement water-saving guidance and improvement.

The Water Resources Agency, MOEA encourages all citizens to conserve water and cherish water resources. To turn this goal into concrete action, the WRA held the 2021 "Water Conservation Guidance and Improvement Award", "Outstanding Water Conservation Unit" and "Water Conservation Expert" selection activities. These activities aim to contribute to the sustainable development of the environment. The WRA hopes to commend the water conservation efforts of outstanding units through the award ceremony. The award ceremony was held on March 22, World Water Day, at the International Conference Center of National Taiwan University. Mr. Lin, General Manager of CGPCP, represented the company to receive the award. The holding of the award ceremony is of great significance and further demonstrates our value of water resources.
