IDA Hosts Smart Industrial Safety Technology Demonstration at TVCM's Linyuan Plant, Showcasing Progress in Smart Safety Transformation

On October 20, 2026, the Industrial Development Administration (IDA) of the Ministry of Economic Affairs hosted a "Smart Industrial Safety Technology Demonstration and Observation Event" at the Linyuan Plant of Taiwan VCM Corporation (TVCM), a subsidiary of China General Plastics Corporation (CGPC). The event brought together representatives from the Kaohsiung City Government, the Petrochemical Industry Association of Taiwan (PIAT), the Taiwan Responsible Care Association (TRCA), and petrochemical companies. Through experience sharing, on-site scenario demonstrations, and real-time monitoring displays, TVCM showcased the practical application of smart technologies in petrochemical plant safety management and promoted industry-wide knowledge exchange.

Since 2024, the IDA has been promoting the "Smart Petrochemical Sustainable Development Program," with the Linyuan Industrial Park serving as a demonstration site. The program supports petrochemical companies in adopting six key smart industrial safety technologies: personnel anomaly detection and positioning, smart inspections, VOC detection and analysis, image recognition of personnel, vehicles and surrounding environments, intelligent equipment and pipeline monitoring, and integrated plant operations management platforms. TVCM has actively participated in the program and received the "Smart Application Practice Award" in 2026 following an evaluation by the IDA, the Kaohsiung City Government, and a panel of experts and scholars, recognizing its achievements in implementing and applying smart industrial safety technologies.

During the event, Ming-Kuang Tsai, General Plant Manager of TVCM Linyuan Plant, shared the company's experience in advancing smart transformation. Through on-site scenario demonstrations and real-time monitoring displays, TVCM presented practical applications of smart technologies in plant safety management, including:

  • PDA-Based Smart Inspections: Enable real-time reporting of abnormal conditions and facilitate valve isolation and maintenance operations.
  • AI-Based Real-Time Underground Pipeline Leak Detection: Capable of detecting small openings as narrow as 3 mm and locating leaks with a positioning error of only 1%.
  • Smart VOC Monitoring: Enhances the monitoring and management of volatile organic compounds (VOCs) and fugitive emissions.

By integrating personnel, equipment, environmental monitoring, and emergency response mechanisms through smart technologies, TVCM is gradually shifting from conventional inspections and reactive management toward proactive early warning and real-time response, strengthening risk identification, abnormal condition monitoring, and accident prevention capabilities.

The IDA highly commended TVCM's achievements in advancing smart industrial safety and sharing practical experience. It also expressed the hope that the demonstration would encourage broader knowledge exchange and adoption of smart industrial safety technologies across the petrochemical industry. Looking ahead, TVCM will continue to expand the application of smart technologies, enhance process safety and risk management, and strengthen operational resilience and long-term sustainable competitiveness.
